Construction Skills Hub gains regional recognition for tackling industry skills shortage

An innovative training facility in Chesterfield is gaining regional attention for its hands-on approach to construction skills development. As a result, the Construction Skills Hub is helping position the town as a leader in workforce transformation.

Located on a construction site in Mastin Moor, the Hub equips learners with practical qualifications in groundworks, brickwork, and joinery. It operates through a partnership between Chesterfield Borough Council, Chesterfield College, the University of Derby, and the Devonshire Group.

Funded by the Staveley Town Deal, The Hub recently featured on BBC Politics East Midlands. It has been shortlisted for Regeneration and Restoration Project of the Year at Insider Media’s East Midlands Property Awards 2025. Insider Media will announce the winners in September.

Thanks to its real-world setting, the Hub gives students the experience and qualifications they need to enter the construction sector. Shortly, it will also offer degree-level apprenticeships.

Ivan Fomin, Chair of the Staveley Town Deal, said: “It is fantastic that this project is getting recognition. This is a key project because it helps ensure local people can gain the skills to access careers in construction. This contributes to our aims of making Staveley a place where people can start, stay and grow.”

Over the next ten years, the Hub will support more than 5,000 learners. Chesterfield College and the University of Derby will deliver the qualifications.

Julie Richards OBE, Principal of Chesterfield College, said: “Projects such as this are at the core of how we operate. Working directly with key employers, the Hub is supporting students to develop the skills required to meet the ever-increasing demand. Sitting on the Staveley Town Deal Board I know the real impact this project will bring to the local area.”

Currently, the Hub focuses on site-based trade qualifications. However, it will soon expand to include training in retrofit and green technologies. This ensures learners gain future-ready skills that align with the evolving needs of the industry.

In addition, the Hub will provide degree-level apprenticeships in Construction Management, Quantity Surveying, and Civil Engineering.

This includes the delivery of our Degree Apprenticeships in Civil Engineering and our new provision in Construction Management, helping to build a strong pipeline of skilled local talent.”

The Hub sits on land provided by the Devonshire Group, which is also delivering the neighbouring housing development.

300 new homes coming to Chesterfield with eco-friendly vision

A 301-home development has been launched in Ashgate, Chesterfield, which is set designed to help in meeting local housing needs.

Tilia Homes, part of the untypical group, has officially launched its Forest Edge development in Ashgate, prioritising sustainability as part of the development.

The recent launch event was attended by Amerjit Atwal, Managing Director of untypical’s central region; Councillor Jenny Flood, Mayor of Chesterfield; and a range of local guests, including representatives from nearby schools and community groups. Guests enjoyed speeches from both, followed by a tour of the newly unveiled show homes.

Councillor Jenny Flood, Mayor of Chesterfield, said: “I’m really pleased to see Forest Edge bringing new, eco-friendly homes to Chesterfield. The show homes are absolutely stunning and really give a sense of the quality and care going into this development. With features like air source heat pumps and electric vehicle chargers, Forest Edge is helping us build a greener future for our community.”

Forest Edge offers a range of three, four, and five-bedroom homes (from £289,500) featuring a mix of brick, stone, and render exteriors to complement the local landscape.  The development includes sustainable drainage ponds and retains over 40% green space, alongside a 400-metre open watercourse and native fruit tree orchard to enhance biodiversity.

New £5.4m development delivers 26 affordable homes in Chesterfield

Dozens of affordable properties have been developed in Chesterfield, bringing new life to a previously disused space.

The former unused land off Swaddale Avenue has been transformed into a thriving community of 26 affordable homes. The development has been officially opened by Nottingham Community Housing Association (NCHA) in partnership with MyPad.

The thoughtfully-designed scheme offers a range of homes, including two-bed bungalows, and two and three-bed houses to rent or purchase via shared ownership. The affordable rent homes have been let to people on Chesterfield Borough Council’s housing waiting list, and will be managed by NCHA. All but the final few homes are already occupied.

The homes have been built sensitively and with energy efficiency in mind. Built by MyPad and designed by Player Roberts and Bell Architects, the homes have been given an energy rating of ‘B’.

The new scheme was officially opened with a celebration event to mark the completion of the development and the positive impact it will have on the local community. It was attended by representatives from Chesterfield Borough Council and MyPad.

Councillor Tricia Gilby, Leader of Chesterfield Borough Council and member for the Brimington South ward, said: “We are really pleased to see residents moving into their new homes after NCHA completed their development here in Chesterfield.

“These homes provide a range of affordable options for residents and give them the opportunity to either rent a property or get their foot on the housing ladder. The development has also brought a mix of housing types to the area, including sought after bungalows.

“As a council it is one of our main priorities to increase the number of affordable homes in the area and have a strong relationship with housing providers like NCHA who can help us to achieve this.

“I would like to thank NCHA for investing in our borough, our residents and communities, and I look forward to many more successful developments coming to life in the future.”

This £5.4 million initiative was made possible through a collaborative funding effort between NCHA and Homes England, which aligns with NCHA’s Strategic Partnership for 2021-2028, aimed at delivering affordable housing across the East Midlands.

Allan Fisher, NCHA’s Director of Development and Sustainability, expressed his enthusiasm for the project. “We’re delighted to be building much-needed affordable homes in Chesterfield, where demand for quality housing continues to grow. These new homes are part of our commitment to invest in the area and build a strong portfolio of affordable, sustainable homes that support local communities.”

The transformation of the site represents a significant step towards addressing the ongoing need for affordable, well managed housing in Chesterfield.

Major milestone in partnership between Banner Jones and Stancliffe Homes

Two Chesterfield Champion businesses are celebrating a key milestone in their long-standing partnership.

Banner Jones has recently advised on the sale of Stancliffe Homes’ 200th property and supported the acquisition of its eighth residential development site.

The announcement highlights the strength of the East Midlands housing market, where sustained demand and ongoing investment in strategic land continue to drive growth in both new build completions and housing starts.

Stancliffe Homes, a privately owned house builder headquartered in Derbyshire, has worked with Banner Jones since 2018, drawing on the firm’s legal expertise across land acquisition, planning agreements, funding, and plot sales. Final chance to have your say on new Local Plan

There is still time for residents and businesses to have their say on the new Chesterfield Borough Local Plan. The online consultation is open until 5pm on Friday, 23rd May.

The Local Plan is a crucial part of the planning process. It sets out how many homes and commercial properties will be built over the next 15 years, and where.

It identifies how sustainable infrastructure can be provided to meet the needs of existing and new residents. This includes school places, GP surgeries, leisure facilities, roads, and green spaces.

The Local Plan will implement updates to the national planning policy. Changes include the new housing targets introduced since the current Local Plan was adopted.

People do not have to respond to every element of the consultation. They can choose to highlight issues important to them.

Councillor Martin Stone, Chesterfield Borough Council’s cabinet member for climate change, planning and environment, said: “This consultation is an opportunity to share these views with our planning team and potentially have them incorporated.

“Telling us what you think will help create a plan everyone can get behind and that building across the borough is both sustainable and appropriate.”

As well as setting out where development should happen, the Local Plan will include policies to guide the planning process. It also plays a key role in tackling the climate emergency.

Councillor Martin Stone, said: “We aim to become a carbon-neutral borough by 2050. The Local Plan will play a key part in ensuring we can meet this target. Your feedback can help ensure we include policies and identify ways to support nature, improve biodiversity and encourage housing to be more efficient and produce less emissions.”

Over £30m to be invested in council housing across Chesterfield

Over £30 million is to be invested into council homes across Chesterfield over the next financial year – as part of Chesterfield Borough Council’s continued commitment to providing affordable, decent homes for people across the borough.

The Housing Capital Programme for 2025/26 was approved at a meeting of Full Council on Wednesday 26 February 2025 and sets out the investment priorities for the next financial year.

At the heart of the Housing Capital Programme is safety and compliance, which remains the highest priority for the council. Throughout the 2025/26 programme, £4.4 million will be invested into properties to further enhance safety – including the replacement of smoke and carbon monoxide detectors, asbestos management and removal, and replacement of communal lighting.

This investment will ensure that the council achieves 100% compliance in relation to the standards set by the Regulator for Social Housing.

Modernisation and refurbishment of the council’s existing homes remains a key priority in the council’s programme, with £17 million set to be invested in its housing stock. This will see the continuation of kitchen improvements and roofing upgrades, as well as a significant contribution to improving the energy efficiency of homes, in line with the council’s climate strategy.

Significant steps towards improving the energy efficiency of its homes are already ongoing – with a decarbonisation project underway at Brocklehurst Court which will see carbon emissions reduced by up to 80%. A bid has also been submitted to the Government’s social housing decarbonisation fund which would enable £6 million to be invested to improve the energy efficiency of over 800 homes.

As well as investing in its existing property, the council remains committed to increasing its housing supply – with the construction of further high quality, A-rated bungalows already underway in Middlecroft. A further scheme is also set to begin in Mastin Moor this year to bring a further 18 new build homes to the borough, whilst other sites have also been identified for the council to purchase properties.

New strategy approved to meet housing needs in Chesterfield

A new three-year strategy – which outlines how Chesterfield Borough Council will ensure all local residents have access to a quality home that meets their needs – has been approved.

The strategy sets out the council’s housing ambitions from 2024 to 2027 for housing of all tenures across the borough – with the aim of ensuring that everyone in the community can access good quality, affordable and well managed homes.

The new strategy has been developed in line with consultation feedback received from tenants, residents and elected members.

It sets out the programme of activities and initiatives that the council will deliver over the next three years and identifies seven key priorities for the housing service to focus on:

  • Continuing to deliver more homes by building more properties
  • Providing homes that are affordable
  • Investing in and improving the quality of existing homes
  • Climate change and decarbonisation
  • Following legislation set out in the Social Housing Regulation Act 2023
  • The provision of specialist and supported accommodation
  • Tackling homelessness and rough sleeping

“The strategy has been developed at what continues to be a challenging time for local government, as well as for our communities – as we all face the impact of rising inflation, the increased cost of living, the legacy of the pandemic, and greater demand for housing services both locally and nationally.

“But despite this challenging context we remain determined in our commitment to ensure everyone in our borough can access an affordable and quality home and our newly adopted strategy sets out how we will achieve this.

“We really value the thoughts of our local residents and partners and are always looking for ways that they can have their say and help to shape our services. That is why we wanted to consult with them on the new strategy and have taken their feedback on board to make sure that it focuses on the most relevant issues which will allow us to make the greatest impact over the next three years.”

The strategy has a strong role to play in helping the council reach its target of becoming a carbon neutral borough by 2050, by establishing plans to decarbonise its own housing stock and support the decarbonisation of the borough’s private sector housing stock.

As well as ensuring its own stock meets the government’s Decent Homes Standard, the council will also enforce conditions in the private rented sector to ensure that private landlords supply good quality, healthy and safe private rented properties.

£117m to be invested in council housing across Chesterfield

Around £117 million is to be invested into council homes across Chesterfield over the next four years – as part of Chesterfield Borough Council’s continued commitment to creating affordable, decent homes for people across the borough.

The Housing Capital Programme sets out the investment priorities for the next financial year, which will see the council spend £30.1 million on improving and increasing the housing supply in the borough.

The capital programme also details the council’s longer-term plans through to March 2028 to ensure that the council can continue to meet the decent homes standard, further improve the energy efficiency of its houses, and provide quality, affordable and accessible homes for local people.

Modernisation and refurbishment of the council’s existing homes remains a key priority in the council’s programme and will see the continuation of kitchen improvements and roofing upgrades, whilst there will also be improvements to footpaths, fencing and gates to help improve the look and feel of neighbourhoods.

In addition to refurbishing the existing housing stock, the council is committed to building almost 100 new council properties by 2028 to increase the number of affordable homes available in the area. Work to create 22 new build properties at Middlecroft and Westwood Avenue is now well underway, and additional sites have also been identified for new build projects.

In line with the council’s climate strategy, the work set out in the capital programme will also make a significant step towards improving the energy efficiency of its homes, for example replacing boilers and windows with more efficient options – allowing Chesterfield to become a low carbon, resilient and sustainable borough. This will not only help to reduce carbon emissions but will also help to reduce energy bills for tenants.

A further investment will also be made to help tackle damp and mould in homes. A recent survey has shown that the number of homes experiencing issues with damp and mould has almost halved but the council remains committed to tackling these issues.

A stock condition survey carried out in 2022 identified that the quality of our council homes has improved from the previous survey that took place in 2017.  This shows our investments have been made in the right areas, but we know there is more that we can do to ensure we can achieve and maintain a 100% decent homes standard.

“Our newly approved capital programme set out our strong commitment to achieving this and improving our homes to ensure they meet the needs of the people of Chesterfield, as well as actively contributing to the climate change agenda by ensuring all homes are energy efficient.

“Like local authorities across the country, the council is facing unprecedented financial challenges  but our priority is to make sure under-pressure budgets are spent on the essential services that local people rely on, including the provision of quality and affordable homes for the people of Chesterfield.”

Chesterfield council housing project shortlisted for award

An £8 million regeneration project on council homes in Chesterfield has been shortlisted for a Building Communities Award – as works that improve, transform and modernise a housing estate are finalised.

The project, which has seen the transformation of the blocks of flats located at Newland Dale in Stonegravels has been shortlisted for the ‘Refurbishment Project of the Year’ award at the event that takes place on 15 March 2024.

The flats on Newland Dale have benefitted from a major facelift as part of Chesterfield Borough Council’s commitment to providing quality affordable housing across the borough and create modern, attractive places for people to live.

The modernisation works, carried out by the council’s main contractor Fortem Solutions Ltd. include a rendering works to the outside of the buildings – bringing a fresh and modern look and feel to the area.

In line with its climate change strategy, the council is committed to ensuring its properties are energy efficient, and a number of improvements have been made to the properties to help achieve this.

This included upgrading and fully re-insulating the roofing as well as replacing the windows throughout, whilst each property has also benefited from a boiler upgrade. As well as supporting the council’s climate plan, these measures will also help reduce fuel bills for council tenants.

All indoor communal areas have been redecorated, with non-slip flooring and new handrails being installed throughout to further improve the safety for tenants.

Outside of the properties, the project has seen the addition of two new car parks on site, including additional disabled bays and new cycle store rails. Footpaths and roads have also been resurfaced, with new traffic calming measures being installed – such as new speed signs and a pedestrian crossing.

Creating attractive places for people to live is at the heart of what we do and this project really has helped to improve tenant’s homes and brighten up the area.

Affordable green homes now open in Clay Cross

A scheme of 11 new affordable-rent homes has been officially opened in Clay Cross.

At the opening, visitors from North East Derbyshire District Council visited the development to take a look at the new energy efficient homes which they helped to fund.

This gas-free development consists of 11 two bedroom houses and bungalows, all for affordable rent which will be managed by NCHA and let through NEDDC’s Rykneld Homes system.

The development, designed by Pelham Architects, is in keeping with the local built environment, building on the positive characteristics of the area to provide a responsive and sustainable residential scheme.

Funding from North East Derbyshire District Council has ensured that the housing meets an enhanced EPC A rating. With solar panels, under-floor heating, air-source heat pumps and high-end insulation, these homes will deliver both a low carbon footprint and help reduce energy costs for the new residents.

Claudine Edwards, New Business and Development Manager for NCHA commented: “It’s fantastic to visit the site and take a look around these new homes.

“As part of NCHA’s commitment to developing environmentally sustainable homes and communities, this gas-free site is full of green energy solutions and will offer lower energy costs for the new residents.” She went on to thank partners in the build, Modus Partnerships for “their work in helping us to bring our vision to reality.”

The new homes are fully occupied and a new community is beginning to take shape.

North East Derbyshire District Council Leader, Cllr Nigel Barker said; “We are really proud to have been able to contribute to this innovative and exciting new housing development in partnership with NCHA.

“The 11 new affordable homes for rent are highly efficient, helping to lower the energy bills for the families who will call these properties home.

“We have committed in our Council Plan to building more affordable homes for rent across the district and developments such as this one with NCHA is exactly what the district needs.”

The development, costing around £2.3m, was funded by NCHA, Homes England and NEDDC. The homes contribute towards NCHA’s Strategic Partnership with Homes England to deliver new, affordable homes across the East Midlands and East of England.

Plans revealed for more than 300 homes on North Derbyshire site

More than 300 homes could be built in Killamarsh, with a housebuilder set to submit plans to transform a former colliery site.

Housebuilder Harron Homes North Midlands is preparing to submit a reserved matters planning application to North East Derbyshire District Council for 322 new homes, in collaboration with Homes by Honey.

This site, next to Green Lane and Upperthorpe Road, has been purchased from Harworth Estates and two other private landowners who previously secured outline planning permission for 397 new homes.

The proposal is to transform the former Westthorpe Colliery site into a development of one to five bedroom homes over 45 acres of land, 20% of which would be designated for affordable housing. In addition, financial contributions of circa £750,000 will be made towards Sports Facilities, Education and Health Care in the local community.

The site sits within commutable range of Sheffield, Chesterfield and Rotherham with Killamarsh’s close proximity to the M1.

John Booth, Regional Managing Director for Harron Homes North Midlands, said: “This is a really exciting opportunity to bring a wide range of homes suitable for a range of house-hunters in the area. We’ve taken on board previous concerns related to the number of houses being constructed and have been working closely with the council to generate a proposal to benefit everyone.”
